I wish I could be more precise but I am not sure exactly who issued this hat, however I found one that closely resembled this one which was a 1800's police cap, but also found Grand Army Of The Republic, Fireman's, Railroad Conductor and Civil War Officers Hat as well that bore close resemblance.
